Thomas Karl Pietrowski ed2cc322d7 master: Uranium: Cleanup 
* Recommending installation of libopenblas-base since it improves the performance of Numpy according to @awhiemstra 's investigations. Thanks!
* Removing dependency of python3-uranium on uranium-tools, since uranium-tools contains development tools. These are usually not needed.
* Adding comments on various dependencies.
