Gavin Mak daebd6cbc2 sync: Warn about excessive job counts ...

Warn users if the effective job count specified via `-j`,
`--jobs-network`, or `--jobs-checkout` exceeds a threshold
(currently 100). This encourages users to use more reasonable
values.
