The SetupGnuPG test tries to test the full setup, including the creation of the directories. In order to do that, it create a temporary directory, and redefines the home_dot_repo to point there. When a home_dot_repo directory does not exist, it should be created. The gpg_dir, which should exist inside home_dot_repo, also needs to be created if it does not exist. However, since the gpg_dir path is relative to home_dot_repo, once we redefine one, we need to redifine the other. The failure of this test might have gone unnoticed so far, since in only fails if you do not have a ~/.repoconfig/gnupg/ on the environment you are running the tests on. repo
Repo is a tool built on top of Git. Repo helps manage many Git repositories, does the uploads to revision control systems, and automates parts of the development workflow. Repo is not meant to replace Git, only to make it easier to work with Git. The repo command is an executable Python script that you can put anywhere in your path.

Install
Many distros include repo, so you might be able to install from there.
# Debian/Ubuntu.
$ sudo apt-get install repo
# Gentoo.
$ sudo emerge dev-vcs/repo
You can install it manually as well as it's a single script.
$ mkdir -p ~/.bin
$ PATH="${HOME}/.bin:${PATH}"
$ curl https://storage.googleapis.com/git-repo-downloads/repo > ~/.bin/repo
$ chmod a+rx ~/.bin/repo
