rebase: Automatically rebase branch on upstrea

Usage: repo rebase [[-i] <project>...]

Rebases the current topic branch of the specified (or all)
projects against the appropriate upstream.

Note: Interactive rebase is currently only supported when
exactly one project is specified on the command line.
